The best thing I've found so far that gives me some guidance is DOD 5015. There are descriptions of what the metadata should do or look like but doesn't actually spell out any standardized metadata. I don't know if that is really possible- to spell out a "standard" set of basic metadata necessary in most RIM systems, but is there one you could point me to?

ISO 23081 lists a number of different types of fields, a model for determining metadata needs, and representative field names. I don't recall off the top of my head whether MoReq2 also includes metadata but it might. MoReq2 is free, ISO 23081 you'll have to purchase but you can find it on ISO's website at http://www.iso.ch.

MoReq2 published an XML schema in July I think for import/export between systems. It can be found at http://www.moreq2.eu/moreq2

 

ISO 23081:1 - sets a framework for creating, managing and using records management metadata and explains the principles that govern them. This International Standard is a guide to understanding, implementing and using metadata within the framework of ISO 15489. It addresses the relevance of records management metadata in business processes and the different roles and types of metadata that support business and records management processes1). It also sets a framework for managing those metadata. It does not define a mandatory set of records management metadata to be implemented, since these metadata will differ in detail according to organizational or specific requirements for jurisdiction. However, it assesses the main existing metadata sets in line with the requirements of ISO 15489.

 

ISO 23081:2 - this expands upon part 1 but "This Technical Specification does not prescribe a specific set of metadata elements. Rather, it identifies generic types of metadata that are required to fulfill the requirements for managing records."

 

ISO 23081:3 - this expands on 1 and 2 but still no schema. This one provides guidance on conducting a self-assessment on records metadata in relation to the creation, capture and control of records.

The self-assessment helps to:

  1. identify the current state of metadata capture and management in or across organizations;
  2. identify priorities of what to work on and when;
  3. identify key requirements from ISO 23081-1:2006 and ISO 23081-2:2009;
  4. evaluate progress in the development of a metadata framework for the implementation of specific systems and projects;
  5. evaluate system and project readiness (move to the next phase in a system or project) when including records metadata functionality in a system. A records metadata readiness evaluation is provided for key steps from project inception through to the implementation/maintenance phase.
Thank you for the suggestions. ISO 23081 is available in the ARMA Bookstore also. I looked at the ISO site, but the site is a little screwy when going to check out items or to even find out how much they are. ISO 23081 is almost $100.00, so I checked out MoReq. Just now I took a quick scan and it does have lots of detailed metadata info for free and possibly more than I'll need to build my small system. Most interesting are the fields for holds and disposition. Also, I saw a place in MoReq that says it is consistent with ISO 23081!!!

One trick I've learned is to line up fields with the document management system, which can have some of those elements. I find it easy to go in circles trying to figure out what combo of fields work together to cover all the bases of info needed for disposition and holds.
I know this is late to the conversation, but I would recommend looking at the 'Queensland Recordkeeping Metadata Standard and Guideline' from February, 2008.

You can find it for free; it lists a lot of RIM metadata.
